Training Programme for Cambodian Civil Servants on Public Policy and Governance Commences at NCGG

The 4th Training Programme for Civil Servants of Cambodia on Public Policy and Governance has kicked off today at the National Centre for Good Governance (NCGG), Mussoorie. Organized in collaboration with the Ministry of External Affairs (MEA), the two-week long program will run from March 26th to April 6th, 2024.

Today marks the commencement of the much-awaited 4th Training Programme for Civil Servants of Cambodia on Public Policy and Governance, hosted at the esteemed National Centre for Good Governance (NCGG), Mussoorie. In partnership with the Ministry of External Affairs (MEA), this program aims to equip 39 Officers from Cambodia’s Ministry of Inspection and Ministry of Education, Youth and Sports, serving in various capacities such as Directors, Deputy Directors, and Chiefs, with essential skills and insights into public policy and governance.

The inauguration of the programme was graced by Shri V. Srinivas, Director General of NCGG & Secretary of Department of Administrative Reform and Public Grievances (DARPG). In his address, he highlighted the historical ties between India and Cambodia, emphasizing the shared values and civilizations. Furthermore, he shed light on India’s governance model, emphasizing the integration of digital technology to enhance policy formulation, service delivery, institutional transformation, and citizen-government engagement.

Speaking on the significance of digitization in institutions, Secretary of DARPG stressed the importance of transparency, accountability, and good governance. He elaborated on various initiatives such as Public Grievance Redressal Mechanism, Pensions Welfare, NESDA, and the Khelo India Programme, encouraging officers to collaborate and present key policies and programs during the course.

The NCGG, an autonomous institution under the Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions, Government of India, has been instrumental in providing training to civil servants from 17 countries, including Cambodia. Dr. BS Bisht, Associate Professor and Course Coordinator, provided an overview of the course curriculum, which encompasses topics like the Changing Paradigm in Governance and Viksit Bharat @2047.

Dr. Sanjeev Sharma, Co-course Coordinator, will oversee the overall supervision and coordination of the training programme, ensuring a fruitful learning experience for the participants.

The commencement of this training programme symbolizes the commitment of both India and Cambodia towards fostering cooperation and capacity-building in the realm of public policy and governance, paving the way for mutual progress and development.
